Community Service Solutions (CSS) is a 501(c)(3) nonprofit agency based in California's Eastern Sierra mountains. CSS was established in April of 2002, for the original purpose of assisting counties with the implementation of the In-Home Supportive Services Program (AB 1682).
CSS's mission has since expanded greatly, to include assisting community members in need by providing them or connecting them with necessary government resources, as well as providing various forms of expertise and assistance to county and State governments. CSS has operated in as many as five different California counties since its incorporation.
Amanda Hoover Philips
Amanda Hoover joined CSS in 2013. She earned her bachelor’s degree in Anthropology from the University of North Carolina-Wilmington in 2006. She began her career working for an archaeology firm and the Department of Defense. She began as the Program Manager of CSS and as such, helped oversee the IHSS Registry, IHSS Quality Assurance Programs, IHSS Advisory Committee, CMSP Medi-Cal Outreach Project, CMSP Wellness & Prevention Pilot Projects, and Reentry Coordination Program. She also served as the SNAP-Ed Project Director for Mono, Alpine, and Inyo Counties, working in cooperation with the California Department of Public Health and the United States Department of Agriculture. Amanda was promoted to Executive Director of CSS in October 2018.
